Pensacola Beach Weighs New Vacation Rental Rules With a Three-Strikes Edge (Pensacola Watch News)

A proposed set of rules for short-term vacation rentals on Pensacola Beach is taking shape, and the Santa Rosa Island Authority board could vote on it as early as Wednesday, November 4, the Pensacola News Journal reported. The board is scheduled to discuss the proposal at its 5 p.m. meeting at the Santa Rosa Island Authority office, 1 Via De Luna Drive, Pensacola Beach.

The latest draft would establish an annual registration program for rentals on residential leaseholds the authority administers. Owners would have to provide proof of a state vacation rental license, an Escambia County business tax receipt and registration for tourist development tax payments, along with a round-the-clock emergency contact. The proposal answers resident complaints about noise, parking, overcrowding and parties as more beach homes have converted to vacation rentals.

Under the draft, a property with three verified violations within 12 months would face a mandatory compliance conference with authority staff and could be subject to additional monitoring, corrective action plans or legal proceedings. The proposal is structured as an authority policy rather than a county ordinance — Florida law generally prohibits local governments from banning vacation rentals or regulating how often or how long they are rented — and it cites approaches used in other Florida communities including Anna Maria, Gulf Breeze and Panama City Beach.
